What Is a California License Plate Number?

plate number

The California Department of Motor Vehicles (DMV) issues a vehicle registration plate, or license plate, to confirm registration and connect vehicles to DMV records. Plates measure 12 x 6 inches; motorcycle plates, 7 x 4. Since 1980, passenger plates have used a digit followed by three letters and three digits, starting at 1AAA000. In 2026, a California DMV spokesperson told the Los Angeles Times that the series ended with the 9ZZZ999 plate and the next sequence is 000AAA0, matching 123ABC1. California Vehicle Code (CVC) §5200 requires front and rear placement when two plates are issued.

Plate searches identify vehicles, not people. CVC §1808.21(a) keeps residence addresses confidential; the federal Driver's Privacy Protection Act (DPPA, 18 U.S.C. §2721) restricts personal information. A private investigator or other applicant can request a registered owner's name for permissible use through Request for Record Information (INF 70). Automated records cost $5 each. Permissible uses include vehicle safety and theft, such as tracing stolen vehicles, and insurance. Social Security numbers are not public record. Mailing address releases may be restricted to purposes related to their collection (CVC §1808.21(b)).

Types of California License Plates

California uses standard plates for motor vehicle registration. Special interest designs support organizations and serve cars or commercial vehicles, plus trailers or motorcycles. Special license plates recognize service or achievements and identify professions or historic vehicles. Special interest fees partly support organizations; special license plate fees do not.

Standard (& Personalized)

Standard plates accompany new vehicles and replace lost or stolen plates. Damaged plates also qualify, as do surrendered special interest plates. Personalized Environmental License Plates (ELP) use the standard design without graphics but allow a chosen configuration of 2-7 characters (CVC §5102). ELP are available for passenger and commercial vehicles, plus trailers and motorcycles. CVC §5106(a) sets an original fee of $53; DMV lists $43 for renewal. Check configuration availability on the DMV website. The DMV must refuse configurations with a sexual connotation or profane terms, or that misrepresent law enforcement. Substituting lookalike numbers for letters is prohibited.

Speciality

Special interest options include Arts Council, Breast Cancer Awareness, Firefighters, Lake Tahoe Conservancy, California 1960s Legacy and Veterans' Organizations. Most cost $50 sequential or $103 personalized. California 1960s Legacy costs $50 for either (CVC §5004.3); Veterans' Organizations costs $50 sequential or $78 personalized. Review the DMV fee estimates before ordering.

Special license plates include Historical Vehicles and Exempt designs. Special recognition plates include Legion of Valor, Purple Heart and Gold Star Family. Others include livery plates and the Disabled Person or Disabled Veteran categories. Historical Vehicle plates cost $25 initially, with $0 renewal. Year of Manufacture applies to 1980 or earlier vehicles (CVC §5004.1(a)); applications cost $45. Disabled Person plates need medical certification and a DMV office visit with Application for Disabled Person Placard or Plates (REG 195), without additional fees. Disabled Veteran plates waive registration and license fees.

Applying for California License Plates

Owners of cars or trucks registered in California may order special interest or ELP plates, as may trailer and motorcycle owners. Original orders go through the DMV website. Gifts and renewals require Special Interest or Environmental License Plate (ELP) Application (REG 17); it also covers retention and transfer, plus replacements and conversions. Have your registration card ready and an up-to-date address, updated with DMV at least 72 hours before ordering. Replace lost, stolen, damaged or illegible standard plates immediately. Stolen plates require a police report and new configuration. Replacement costs $28 (CVC §9265).

Getting California License Plates

Dealers must apply to register new vehicles within 20 days; used vehicles within 30 days (CVC §4456). Dealers selling vehicles without California plates must issue one or two Temporary License Plates (TLP). TLP expire 90 days after sale. Owners must destroy them after installing permanent plates; drivers or owners may be cited (CVC §5201(b)) if TLP are not replaced. Personalized special interest orders take about 8-12 weeks for pickup; sequential orders about 4-6 weeks by mail. DMV may issue a Temporary Operating Permit (TOP) after registration fees are paid. A one-time 90-day TOP applies to qualifying applications sent to DMV headquarters while plates are pending.

After moving or bringing in an out-of-state vehicle, register it within 20 days. Provide Verification of Vehicle (REG 31) and any required smog certification. Surrender previous plates unless expired or due back to the issuing state; pay fees even with incomplete documents.

Renewing California License Plates

Vehicle registration must be renewed every 1-5 years in California, depending on the vehicle. DMV sends notice at least 60 days before expiration. Renew on the DMV website using your plate and last 5 VIN characters. DMV needs insurance information and any required smog certification. Outstanding parking tickets block online renewal; unresolved tickets or missing smog results block renewal even after payment. Smog checks apply in designated counties; electric vehicles and gasoline models from 1975 or earlier are exempt.

Late penalties are $10 (1-10 days), $15 (11-30), $34 (31 days to one year), $56 (1-2 years), or $100 (over two years). Affix new stickers (tabs) when received. Drivers may legally use old stickers while new ones are in transit (CVC §4606). If the vehicle will not be driven, file Planned Nonoperation (PNO).

Validating License Plates in California

A valid plate identifies a registered vehicle with current stickers and a matching registration card. It must be secure and legible (CVC §5201(a)). Check DMV registration status using the plate and the last 5 characters of a VIN or Hull Identification Number (HIN). The registered owner's surname or company name also works. This confirms vehicle registration status, not vehicle history. Your own vehicle record costs $2 online. An original registration expires 12 months from the month fees became due.

California LP Transfer

California plates generally stay with sold vehicles; personalized and special recognition plates can be reassigned to another vehicle. Special interest plates belong to holders, who should remove them before sale and use REG 17 to retain or transfer. Buyers receive standard plates free. Keeping special plates requires the holder's release of priority, except for transfers between spouses, parents and children, or grandparents. Unpaid retention fees cancel the plate; its configuration may be reassigned. Reassignment costs $43 for ELP (CVC §5108), $15 for sequential special interest, or $58 for personalized plates.

Within 5 calendar days of sale, the seller must file a Notice of Transfer and Release of Liability (NRL) (CVC §5900). This notice releases liability for parking and traffic violations occurring after the sale but does not transfer ownership. Buyers complete title transfers within 10 days, while sellers provide valid smog certification. Owners keeping California registration after moving must report their new address within 10 days.
